November 3 is "Bunka no Hi".
It is Japanese National Holidays.

The Constitution of Japan was promulgated November,3,1946.
Culture day is commemoration of this day.
The people love the freedom and the peace,
and the people go on with the culture.

The people who contributed to the culture are confered
 the Order of Cultural Merit.
