Refuse Disposal Facility in Tsuyama City

Our class went on a field trip to a refuse
disposal facility in Tsuyama City last year.
There was a heap of refuse, which seemed
to be left as it was. There was a cage to 
catch crows which eat garbages. Some older
people were sorting out incombustibles.
I wonder if there is a better way than 
burying and leaving them.
